Make fields Mandatory for Mantis

Per project multiple fields can be defined to be "mandatory" by category.
The category can be set to "0" to make a field mandatory for all categories within a project.
Regular Mantis fields as well as Custom fields can be selected from multi-select drop down lists.
This is only possible for fields which are not yet mandatory based upon standard mantis logic.
For custom fields, it is important that they are shown while editing.
